In order to protect and efficiently utilize graphite resources, optimize industrial structure, and lead the high-quality development of the industry, the Ministry of Industry and Information Technology has formulated the "Graphite Industry Standard Conditions", which will be officially implemented from June 24th this year. The "Standard Conditions" are applicable to graphite mining and processing enterprises, and are guiding documents that encourage technological progress and standardized development in the industry. They do not have the prerequisite and mandatory nature of administrative approval.

Standard conditions for graphite industry


In order to protect and efficiently utilize graphite resources, optimize industrial structure, promote technological innovation, protect the ecological environment, and lead the high-quality development of the industry, this standard is formulated in accordance with relevant laws, regulations, and industrial policies.


In this specification, graphite refers to the selected products of crystalline graphite (also known as flake graphite), cryptocrystalline graphite (also known as microcrystalline graphite, earthy graphite), as well as processed products such as high-purity graphite, expandable graphite, flexible graphite, spherical graphite, etc.


This specification applies to graphite mining and processing enterprises. This standard is a guiding document that encourages technological progress and standardized development in the industry, and does not have the prerequisite or mandatory nature of administrative approval.

Construction layout


(1) The graphite project must comply with national and local industrial policies, national spatial planning, mineral resource planning, as well as relevant laws, regulations, and policies on environmental protection, energy conservation, and safety.


The development of the graphite industry should be based on domestic demand, optimize stock, adjust structure, promote mergers and acquisitions, improve industrial concentration, and strengthen strategic resource protection. The construction and expansion of graphite beneficiation projects should be combined with the elimination of backwardness, and the development of graphite deep processing industry should be encouraged in resource rich areas and industrial advantage zones.


(2) Newly established mining projects should be outside the scope of prohibited or restricted mining areas as stipulated by national and local regulations; The mining projects already built in the above-mentioned areas should be disposed of in accordance with relevant national regulations.


New and expanded graphite projects should be located outside of natural and cultural heritage protection areas, scenic spots, ecological function protection areas, drinking water source protection areas, as well as national and local environmental protection and safety protection distances. The location of the plant site and its distance from people and sensitive areas should be determined based on the conclusion of the environmental impact assessment.

Process technology and equipment


(3) The mining scale of graphite mining projects should be adapted to the scale of resource reserves and comply with relevant planning policies. The design of mining projects should select safe, efficient, and advanced mining methods and equipment based on resource conditions, occurrence conditions, and development and utilization plans. The open-pit mining recovery rate shall not be less than 92%, and the underground mining recovery rate shall not be less than 75%. The project construction should comply with the "Green Mining Construction Specification for Non metallic Mining Industry" (DZ/T 0312).


(4) Encourage the use of energy-saving and environmentally friendly process technologies such as more crushing and less grinding, and short grinding and floating processes. Encourage the use of advanced equipment such as large crushing and grinding equipment, large vertical mills, inflatable agitation flotation machines, automatic plate and frame filter presses, and rolling mills with desulfurization functions to improve automation and intelligence levels.


The crystalline graphite beneficiation project has a beneficiation recovery rate that meets the following indicators based on the average grade of the raw ore, and is not lower than the relevant requirements:


The cryptocrystalline graphite beneficiation project has a beneficiation recovery rate of not less than 85%.


(5) High purity graphite project, with a yield rate of no less than 85%; The expandable graphite project has a yield rate of not less than 95%; Flexible graphite project, with a yield rate of not less than 90%; The spherical graphite project has a one-time spheroidization yield of not less than 35% and a total yield of not less than 70% after two spheroidizations.

(6) Enterprises should establish a sound quality management system, and the quality of related products should comply with relevant standards such as "flake graphite" (GB/T 3518), "microcrystalline graphite" (GB/T 3519), "expandable graphite" (GB/T 10698), "technical conditions for flexible graphite sheets" (JB/T 7758.2), "spheroidized natural graphite" (JC/T 2315), etc.

Energy, water resource consumption, and comprehensive utilization of resources


(7) The comprehensive energy consumption of graphite project products should meet the following standards:


1. Crystalline graphite: According to the average grade of the raw ore, it meets the following indicators:


2. Cryptocrystalline graphite: not exceeding 100 kilograms of standard coal per ton;


3. High purity graphite: The high-temperature method does not exceed 1000 kilograms of standard coal per ton, and the chemical method does not exceed 185 kilograms of standard coal per ton;


4. Expandable graphite: not exceeding 300 kilograms of standard coal per ton;


5. Flexible graphite: not exceeding 400 kilograms of standard coal per ton;


6. Spherical graphite: not exceeding 360 kilograms of standard coal per ton.


(8) Those listed as key energy consuming units should submit a report on their energy utilization status for the previous year. The report includes information on energy consumption, energy utilization efficiency, energy-saving goals and benefits analysis, energy-saving measures, etc.


(9) The graphite project should strengthen the recycling of water resources. The water recycling utilization rate of crystalline graphite beneficiation process shall not be less than 90%. The water recycling rate of high-purity graphite and expandable graphite processes shall not be less than 80%.


(10) Encourage the comprehensive utilization of tailings resources and vigorously develop circular economy.

(11) The graphite project should strictly implement the environmental impact assessment system and the "three simultaneities" system, control the total amount of pollutants, and achieve standard emissions. Enterprises should apply for a pollutant discharge permit in accordance with the law and discharge pollutants according to the permit. Adopt clean production processes, establish an environmental management system, and develop comprehensive emergency plans for sudden environmental incidents.


(12) Key smoke and dust generating processes such as raw material transportation, crushing, grinding, and drying should be equipped with dust suppression and removal facilities. After treatment, exhaust gases such as smoke and dusty gases should comply with relevant national and local emission standards.


(13) Low noise equipment and sound barriers should be used for noise control, and the noise should comply with relevant standards such as the "Emission Standard for Industrial Enterprise Boundary Environmental Noise" (GB 12348).


(14) Corresponding wastewater treatment facilities should be constructed, and wastewater discharge should comply with relevant national and local discharge standards and limit requirements. Strengthen the protection of soil and groundwater environment, effectively prevent and control soil and groundwater environmental risks.


(15) Treat and dispose of solid waste according to the principles of "reduction, resource utilization, and harmlessness". The storage and disposal of solid waste such as tailings and waste rocks shall comply with the "Pollution Control Standards for General Industrial Solid Waste Storage and Disposal Sites" (GB 18599).

Safety production, occupational health, and social responsibility


(16) Enterprises should comply with relevant laws, regulations, rules, and standards such as the "Safety Production Law", "Mining Safety Law", "Regulations on Safety Production Licenses" (State Council Decree No. 397), and "Safety Regulations for Metal and Non Metal Mines" (GB 16423), construct project safety facilities in accordance with the "three simultaneities" requirements, design, construct, and put into production and use simultaneously with the main project, and obtain a safety production license.


(17) The graphite project should establish and improve safety production regulations and safety production responsibility system, strengthen safety production risk control, employee safety production education and training, and hidden danger investigation and management, and carry out standardized construction of safety production.


(18) The design, construction, and operation of the graphite project tailings pond should comply with the requirements of relevant laws, regulations, and standards such as the "Design Code for Tailings Facilities" (GB 50863), "Design Code for General Layout of Industrial Enterprises" (GB 50187), and "Safety Technical Regulations for Tailings Pond" (AQ 2006).


(19) Comply with relevant laws, regulations, and standards such as the Occupational Disease Prevention and Control Law and the Hygiene Standards for Industrial Enterprise Design (GBZ 1), and establish organizational structures and rules and regulations in accordance with the Guidelines for Occupational Disease Prevention and Control of Employers (GBZ/T 225), improve occupational disease prevention facilities, and equip personal protective equipment according to standards. Occupational disease prevention facilities must be designed, constructed, put into production and use simultaneously with the main project.


(20) Enterprises must pay taxes in accordance with the law, operate legally, participate in various types of insurance such as pension, unemployment, medical, and work-related injury in accordance with the law, and fully pay relevant insurance premiums for their employees.

(21) Enterprises voluntarily apply, and the Ministry of Industry and Information Technology organizes third-party experts to review and announce the list of graphite enterprises and production lines that meet the regulatory requirements, accept social supervision, and implement dynamic management.


The Ministry of Industry and Information Technology will inform relevant departments of the standardized announcement management situation, promoting the concentration of factor resources to graphite enterprises and production lines that meet the regulatory requirements.


(22) The local industrial and information technology authorities shall manage the implementation of this standard conditions by enterprises announced within their jurisdiction.


Associations and intermediary organizations should actively carry out publicity and technical service work.


(23) Strengthen the connection between standardized management and strategic resource protection in the graphite industry, and promote the rational development and utilization of graphite resources.

(24) The standard specifications and related policies involved in this specification shall be implemented in accordance with their latest versions.


(25) This specification will come into effect on June 24, 2020, and will be interpreted by the Ministry of Industry and Information Technology. It will be revised in a timely manner based on laws and regulations, industry development, and industrial policy adjustments. The "Access Conditions for Graphite Industry" (Announcement No. 60 of 2012 by the Ministry of Industry and Information Technology of the People's Republic of China) are simultaneously abolished.
